Given the importance of the meaning of "abnormal infancy" in the psychology history in the education field in Argentina, this research attempts to recover its precedents its in the National Council of Education materialized in the foundation of the Institute of Experimental Psychology (1929). Local and international origins of this concept, its practical consequences and the characteristics of debates are identified, using the historical analysis and survey of primary sources. Contributions of psychology in these questions are emphasized. Two positions are considered: the first one situates "abnormal infancy" in the public health realm, whereas the second one places this concept in public education. Varela and Álvarez Uría, Guillain, Carli and Fornari thesis are considered.
