Abstract

While developing the Project "Comprehensive protection and public policies on childhood and adolescence: the right to receiving health assistance in the case of girls, boys and adolescents undergoing a state of neglect and lack of social support in the City of Buenos Aires", this paper is based on the following specific aims: analysing the social workers'approaches and practices of the "Program against Sexual abuse and Children's Work (according to its initials in Spanish = CDNNyA, Council of the Rights of boys, girls and adolescents of the City of Buenos Aires Government Authorities) and identifying the institutional factors that interfere with approaches aiming at returning the rights to girls, boys and adolescents undergoing a state of neglect and lack of social support in the City of Buenos Aires. Case study based on a Research in Health Systems and Centers. The workers and users of the program were analysed. The results and conclusions of qualitative data processing are discussed and were obtained from the interviews done to eleven workers of the above mentioned Program.
