This article focuses on the educational reform, which have taken place between 1994 and 2003, in the Buenos Aires Province, at the secondary schooling. We call it the first cycle of reform. First, from a normative perspective, we analyze the impact of educational decentralization during the ‘90s at the provincial level. Second, we point out several transformations at the institutional organization and at the academic structure of the provincial education system. Third, we focus on the changes that have been introduced by the government at the evaluation and examination rules of secondary students as a reactive responds of the system against the reform implementation, without an appropriate planning approach.
