Abstract

Considering the social policies and the development interventions like continuus, negotiated and social constructed process that includes initiatives "from below" and "from the top", we proposes a constructivist focus in the bases of the "actor oriented approach", studyng the "interfases" between oficial agencies and the potencial or real beneficiarys of their programs. We studied the case of "Cambio Rural Bonaerense "program in the horticultural production of the Buenos Aires province. The producers demand specifics institutional actions, because their particular story and productive strategy. There is an institutional gap, because here become concentrated a sector of impoverished agropecuarian productors that never participed of any rural development program. We analize how the social interventions are constructed on the basis of a complex ensemble of relations, interests and ideas socialy defined by the involved actors, recognizing fights and internal differences between them. We reconstituted the intervention trhough the knowledge of the rationalitys of the implicated actors, identifiyng power conflicts between formal models and their concretes practices, and the links between the demands of the beneficiarys, their real needs and the concretes proposals and actions of the intervention.
