Several multilateral agencies finance development programs in indigenous communities, thus entering into areas that have been traditionally reserved for governmental action and introducing their own agendas and guidelines. In this article we discuss the impacts of these programs on the indigenous movement in the province of Salta.To this end, we examine the structure, functioning and development of two of these programs within the historical political context in which the initiative was launched.We focus particularly on links that are established between the leadership and the communities as well as with the cooperation agencies and state institutions. On a first level we note that, while international cooperation tries to establish direct linkages with the communities, state mediation does not disappear. In addition, although the communities take advantage of the emergence of these agencies, they still expect a response from the state, and from local and international NGO's.
