In this article we discuss recent administrative reforms in the areas of criminal justice and public safety in the State of Rio de Janeiro, Brazil. Our goal is to examine the reforms' impact on the institutional frameworks regulating administrative conflicts between the criminal justice and public safety systems. We concentrate on the case of misdemeanors because it brings to the forefront the different logics and consequent conflicts between the two systems. We work with ethnographic material collected in delegacias, Guardas Municipais and Juizados Especiais Criminais in Rio de Janeiro.
