We analize the rol of the municipality in the problematics of  horticultural productors, considering that the new functions of local governments involves a new profile of the State. InPilar, intervention strategies are reformulated in the management of the horticultural spaces. We will analize axis of the concept of local development, the territorial profile, the rol of civil society and the management of local government. We present advances of an investigation that uses qualitative methodology whit ethnographical fieldwork in several local scopes. The capacity of response of gubernamental burocratic structures is, by now, adequate to the demands of rural productors. We visualize certain coordination and articulation between and inside the public organisms of local government.
