At present, Alto Uruguay´s rural space is exhibiting a metamorphosis process in its spatial configuration, supported by the coniferous monofarming and tourist operation expansions. This territorial revaluation appears accompanied of speeches and notions that deserve to be put in discussion (sustainable development-conservation-inclusion-participation). These practices by the State, NGO and international foundations claim a new territorial management, by "discursive of supranational consensus", supported concerning the investments opening that will redound to the general well-being of most postponed sectors. Centring spatially on geographical ambience of El Soberbio municipality, this article tries to realize an analytical advance of implementation plans on tourist development and conservation proposed by the provincial agencies and foundations conservationists, to try to understand the contradictory consequences and tensions generated by territorial disputes since the implementation above mentioned programs.
