Abstract

During the last decade of 1990 the political strategy for rural development contained a group of "insular" programs, mostly dependent on external financing different sources. Their execution was follow by the perspective of local actors and with a priority of a conception in which the National State had only a subsidiary role and specific policies were considered "unnecessary". The main purpose of this paper is to review -in a comparative way- and to focus on the political-economic paradigm shift begun in 2002, establishing in the analysis some continuities and ruptures with special attention to changes in the State's role, focusing in its capacities to assume central functions in rural development.
