Abstract

In this article I analyze the implementation of an upgrading shantytown public policy with national financing in the municipality of San Isidro, located in the north region of Greater Buenos Aires, to explain how, throughout this process, it was consolidated a “moral regulation project” over its residents, operated from the “margins of the State”. Focusing on the perspective of the state agents and volunteers who led the programme and based on the description of their daily work in a municipal office, I show i) how the classification established between conflictives and good neighbours became the axis on which specific actors structured the regulation; ii) the centrality that gained in this process the “structural effect” of States separation as a differentiated sphere in the social world.
