Abstract

This article aims to investigate the relationship between waiting and guaranteeing rights in informal settlements in the context of a structural litigation, the “Mendoza” case. Starting from the studies that have analyzed the connections between time and political domination, it will seek to make a contribution in relation to the active nature of the subjects in the long periods during which public policies are implemented. Through qualitative field work in two settlements located in one of the largest river basins of the Metropolitan Area of Buenos Aires (one in the city of Buenos Aires and the other in the municipality of Lomas de Zamora), we pretend to shed light to the ways in which the Judiciary builds its power on a daily basis through the management of the time of the inhabitants of these neighborhoods, and the practices that the organizations carried out systematically questioning these state bureaucracies.
