Abstract

Under the current revisions of the Argentine institutions, the political departments of Loventué in the Province of La Pampa and Feliciano in the Province of Entre Rios initiated actions to revert their increasing levels of poverty. Loventué did it through a short process of endogenous characteristics which began during 2002, with citizen participation and the organization of an assembly, growing towards new institutional forms such as the Loventué Foundation for Regional Development (FLDR). Feliciano began its exogenous process in 1993, from an increased institutional complexity leading to the constitution of a Transient Institutional Union. Both processes had their origin and articulation at state institutions. In view of those experiences we tried to determine the underlying models of the new institutional forms and the ways to combine them with preexisting institutions. From a qualitative approach, we made a comparative analysis of results from both descriptions, trying to systematize on preliminary basis different models of the management of development.
