Resumo

This paper contains some explanation about the management model of a consolidated beach-touristic destination on southern Brazil. Works on especifical and recent empiric data of Ilha do Mel, been considered its agents and the oficial rules. The Gerencial Council consists of the mechanism supposed to insure the participation of inhabitants. The method of study is based in state of art of the subject and the them; also based in intervies, observation, field classes and investigative experiences. Those informations are debated by the auctors resulting in a problematization able to identify the main characteristics foccusing on methodological reccomendations for the title. The results point to the existance of conflicts in the participation kind of planning. There are three aspects to be resolved by criterial resolution about the difficulties found: composition, representativity and efetivity of the Gerencial Council.
