The article focuses on the contribution that tourism makes to the development of the territories where it is a major activity, placing the emphasis on the kind of employment it generates. Specifically, it questions the possibility of talking generically about tourism and development, considering that the relationship between both will depend on the type of tourism and the territory's actual features. In this way, the document analyzes the specific case of employment in the thermal region of Uruguay, based on data produced by two measurements (1997 and 2010). The information obtained in the first one showed that even when they were stable and formal jobs, they had deficiencies in other indicators of work quality such as low earnings and lack of collective representation; these issues and others are discussed according to the results of the second survey.
