This article analyzes the policies aimed at regulating the circulation of school books in a hitherto neglected area: The rural area of the province of Santa Fe (Argentina) around the 1870s. Thus, the aim is to recognize the emergence of policies from certain sectors of the State (provincial and local) aimed at regulating literacy practices in this educational environment. Particular attention will be paid to the role of the Catholic Church in this process, in a renewed context of growing organization of public education and professionalization of the pedagogical task. The focus will also be on the scarce correlation that existed between these policies and effective practices. The still decentralized educational management, added to the instability of teachers and schools typical of the rural area at that time, plus the economic and logistical difficulties were factors that had a significant impact on the way in which school reading actually materialized.
