Strong politicization of society that emerged by the Spanish crisis and the discussions that were then generated in Cádiz put in evidence the importance of the press and political discourse in full revolutionary situation. A thorough analysis of the journal of courts allows us to observe the existence of exclusion of Americans in Cádiz, even, this trend can be found at speeches exposed in the press in Lima between 1810 and 1814. In this regard, this research seeks to warn these discussions of popular in the meetings of the courts and various newspapers circulated in the Peru problems. This study concludes the disseminate a reformist discourse elites sought only the maintenance of its legitimacy and obvious social and political exclusion of popular sectors.
