The article presents reflections on the social impact of the implementation process of microfinance as a public policy of the Ministry of Social Development's Office, focusing on the Popular Banks Olavarria, Buenos Aires. The analysis seeks experience sparsely explored closer look at social finance: the senses of educating implemented strategies involving both subjects as involved organizations. Second, is to critically analyze and ponder the meaning of "new" institutions associated with the social economy in the context of the current links between the state and civil society.
