Based on the gender mainstreaming policies implemented in three innovative cities within their national contexts, this article asks to what extent the trajectories approached the so-called "transformative model." This model supposes the development of robust bureaucratic capacities vis-a-vis an active citizen participation. The three cases offered favorable conditions for the enunciation and implementation of the model. However, only one of the trajectories studied (represented by Montevideo) approached the standard, and it did so by means of an explicit political construction and a critical exercise. It took over a decade and half to achieve such design. By contrast, Rosario embodies a quasi-bureaucratic trajectory, and Morón one of women's empowerment. This finding is consistent with the demanding nature of gender mainstreaming and shows that this strategy is highly sensitive to obstacles related to the State capacities and from the links between the State and society, which exceeds governments' political will and programmatic orientation.
