This document is part of an investigation that is presented in successive stages. This stage describes the institutional framework of the European Union in which planning at national level in Spain is referenced, and then, in later stages, propose the approach of the most relevant contemporary planning experiences of the General State Administration (GSA) Spanish. The ultimate purpose of the research is to obtain theoretical-methodological inputs for the development of public planning.
