The aim of this article is to make a contribution to the theoretical-metodological discussion regarding the design, implementation and evaluation of participatory public policies focused on territorial development and planning. For this purpose, starting from a thorough literature review and our own policy implementation experience in Mendoza province, Argentina, we propose a set of dimensions and criteria intended to evaluate the legitimacy and quality of participatory practices. Afterwards, based on case studies, we will determine the governmental areas linked to territorial planning in the provincial and municipal level of government as unit of analysis in order to contrast our research assumptions. These assumptions claim that, in order to achieve ligitimate and quality participatory. Processes in the framework of territorial development policies, there needs to be, in the first place, a sistematic and rigorous making of the participatory processes in order to ensure a real, plural, equitative and sustained the involvement of the citizenship over time, especially from those who are the main beneficiaries of the policy. Secondly, the building and strenghtening of state capacities wich enable the design and implementation of participatory policies, according to the particularities of each governmental managment.
