This work analyzes the institutional capacities of a local government to regulate the risks in the organization of a massive spectacle (unprecedented in the country), which occurred in the city of Olavarría, province of Buenos Aires. The event was the mega-recital of a consecrated rock band, in which there were two dead, hundreds injured, disturbes and material dagames. Based on interviews with key informants in the city, official documents and newspaper articles, the study focuses on identifying the formal and informal rules of the game, analyzing the organizational competencies of the local government and analyzing its link with key actors. It has been identified the organizational and design failures that led to the accident and the poor management of subsequent events. Finally, the study concludes that the organization of massive concerts can be an economically attractive activity for a medium or small city, but it also implies a series of risks, in some cases of catastrophic potential, that the local government must anticipate before carrying it out.
