In this article, we aim to describe the relationships between the group of actors whom promoted the Santafesinian Free Zone in Villa Constitución (Santa Fe) and the steel enterprise ACINDAR, located also in this city. We propose to analyze the influence of those relationships on the implementation process of this public policy and reflect about the social and political conditions whereby public and private actors link could generate positive outcomes for both and contribute to increase the quality of a public policy. We base our analysis on the concept of policy network. Methodologically, we carried out several interviews with key informant and consulted the local and state press, federal and state legislation about free zones and others public documents. As a result, we hope to show the complexity of the public-private dynamics and the reconfiguration of interests and strategies carried on by actors over time and while new elements and situation need to be considered.
