Abstract

The Program for a Close and Modern Government (PGCM) represented one of the various transversal public policy programs implemented by the Mexican federal government as part of the National Development Plan for the period 2013-2018. Among its fundamental objectives was the construction of an open government policy, which involved various strategies and lines of action aimed at the development and modernization of the Federal Public Administration. Derived from the above, we wonder to what extent did the program integrate the open government approach into its design? Due to the above, this document analyzes the objectives, strategies and lines of action that made up the PGCM through four principles (transparency, accountability, participation and use of technologies and innovation) and its components, which put into evidence a high observance of open government values in the design of the program, as well as some important omissions.
