TONELLA, Celene  y  DOURADO, Simone. Youth, public policies and contestation in Brazil. Rev. Pilquen. secc. cienc. soc. [online]. 2021, vol.24, n.5, pp.61-75. ISSN 1851-3123.

This article aims to discuss the relationship of Brazilian youth with the theme of public policies and the forms of contestation they experienced in recent times. The research that supports this analysis includes a survey of the socioeconomic and demographic diversity of Brazilian youth and a reflection on the many ways of being young in contemporary Brazil. We list the ways of mobilizing Brazilian youth in the 21st century, which occur through participatory democracy processes. Finally, we discuss how the public policy subsystem for young people in our country is structured. The results presented indicate that the Brazilian youth is heterogeneous, that they were belatedly recognized as a subject of law by the Brazilian state and that their forms of political participation occur through street protest, without strong ties to traditional institutions, political parties, student movements or movements social. The methodology adopted included a bibliographic survey on the way in which Brazilian youth is conceptualized, the architecture of public policies aimed at this group and the panorama of youth participation in spaces such as the national youth conference. One of the results found is that the recognition of young people as subjects of rights, in Brazil, were late and has as a landmark the promulgation of the Youth Statute in 2013 and is related to the youth's protest movements in that same year and to the demands presented by in different spaces of participation that led to the creation of the National Youth Council and to the holding of three important National Youth Conferences.
