This article studies the challenge posed to public policy by the complex reality of ethnic-racial diversity that characterizes Latin America. Theoretical reflections and practical recommendations are designed based on the research carried out in the project on the particularities of public policies in Latin America. From an analytical and interpretative perspective, original sources were used to work on four objectives that were developed in the text: 1) Imagine new public policy sciences in and from Latin America that responds to the complex ethnic-racial reality of the region. 2) Identify new research niches for these sciences that recognize the prerogatives of the Law of Self-Government of the National Indigenous Organization of Colombia. 3) Explore hybrid components for an emblematic theory of contemporary political studies such as Advocacy Coalition Framework 4) Give practical recommendations to improve democratic aspirations in the political subsystem and learning, while the transformation of considering ethnic groups at the center of the political process and no longer in the periphery.
