The article proposes a theoretical synthesis of a new possible characterization of the form of the contemporary global state regime. It records (empirically) and, simultaneously, incorporates (theoretically) the main trends of late capitalism during the 21st century. It begins by problematizing conventional expressions of the "state in action", i.e., the current dimension (phenomenon) and understanding (knowledge) of public policy in order to identify key governmental and administrative issues that are generally invisible in analyses of transitions between post-war state regime types: the Keynesian Welfare State (Euro-American) and the Bureaucratic-Authoritarian State (Latin American). Within the historical process synthesized here, the contemporary "Post-bureaucratic - Managerial - Authoritarian" state configuration (Schumpeterian State + Punitive State), global in character and integrated worldwide, allows us to understand the organizational changes in the governmental dimension: from governability to governance, on the one hand; and, on the other, from Public Administration to (New) Public Management.
