The present work has the objective to describe the regional policies of the Federal State during the 90's. The territorial heterogeneity and the federal organization of the State took to these policies across a double direction: 1. To establish common general rules to the national set, and 2. To integrate regional actors who have not been taken into account in the first point. During the period of study, the common regional policies were destined to arrive with the structural adjustment at all the national territory, whereas the integration policies were based on a series of sobretransferences of the federal government towards the provinces of lesser development. Like counterpart, these provinces jeopardized their political support to the federal government. This combination of regional policies was crucial for the success of the structural adjustment but, with running of the time, conspiring against the viability of the adjustment, being coauthors of the crack of the 2001.
