This work consists of a comparative analysis of union government interaction in Argentinean and Brazilian pension reform. The research problem is to investigate in which political-institutional conditions union confederations are supposed to be included in a negotiated process of pension reform. This work argues that the peculiarities of decision-making process, and not the demand and resources of union confederations, set the terms of union-government interaction in Argentinean and Brazilian pension reform.
