The aim is to present the regional distribution of the intergovernmental transfers in colombia for the period 1994-2009 for the provision of education and health to the citizens. Base on a set of measures of dispersion the assignments are qualified taking the spirit of the constituent 1991 one as a base give. The conclusion is that the Colombian state has been capable of realizing changes looking for a better assignment of the resources. The realized assignments guard an inverse relation with the fiscal capacity of the subnational governments.
