Abstract

In the 90s, in the Province of Mendoza, Argentina, three public-private organizations were designed to implement local productive development policies: Fondo Vitivinícola Mendoza (Vinification-controlling and Wine consumption-promoting Agency), Pro- Mendoza (Export-promoting Agency) and Instituto de Desarrollo Rural (Rural information and planning Agency). The article focuses on analyzing and explaining the emergence and permanence of the Agencies, on the roles assumed by the Provincial Government, on the characteristics of the private sector involvement and on the structuring of the public-private partnership. The paper shows that internal and external factors explain the emergence of the Agencies and that their permanence through several Provincial Administrations is due to organizational design and practice traits, to preexisting political and entrepreneurial links, and to a priori positive results. The article offers evidence about the Government's active presence and concludes with remarks about the eventual significance of these new public governance modalities.
