The work aims to conduct a critical assessment of two widely used concepts in contemporary regional studies: first is the notion of governance, and secondly the notion of scales. To this end, this paper investigates the most basic assumptions, even to the sense of action as a basic principle that mediates the relationship between individual and society. It was shown how these concepts have a high degree of dehistoricization assuming an indeterminate or contradictory character. This is also about the relationship between these concepts: It attempts to show how the concept of scale can be read as a reaction to the difficulties highlighted in the concept of governance. Paradoxically this «reaction» fails to overcome these difficulties because, by not reaching the founding principles of the approach, repeated its paradoxes.
