Regionalization Plan of the Province of Buenos Aires presented in 2011, in the words of former Governor Scioli, involved a thorough review of the administrative operations; the most important strategy of institutional reengineering in the history of this Province. The Plan made explicit dissimilar objectives, such as harmonizing regional development and reversing social inequality around some presuppositions and problems about the functioning of the Buenos Aires State that legitimized this change: the concentration of responsibilities in the central administration, which reduces effectiveness. But from the propitiated bill it can be deduce other presupposition that indicates the desired state model. What theoretical orientation can be seen in what was perhaps the most ambitious plan of administrative reorganization of the last ten years? An analysis of the ideological premises of this state reform draft bill, its achieved goals, and tools will give us notice of the affiliation to the new public management ideologies.
