This article aims to describe the institutional network built by Santa Fe Province's State for the purpose of assisting the economic development in his territory. It considered the period 1991- 2015, focusing mainly on differences between 90's and the years after 2001's crisis. Conceptually, it focused according notions of state capabilities and economic development. Methodologically, it analyzed laws passed by the Legislature between 1991 and 2015 that establish links with different types of institutions and organizations related with the economy. These documents were analyzed with the software Atlas.ti.
