This article examines the discussions on the FTAA between 2003 and 2005 during which the progress that were being carried out since 1994 stopped. In particular, it studies the Summit of Miami (2003) and Puebla (2004) of Secretaries of Trade and Foreign Ministers which discussed details of the agreement, and the Summits of the Americas in Monterrey (2004) and Mar del Plata (2005). At the same time, it takes into account other trade agreements and policies that led to the failure of the free trade area, including the change in Argentine-Brazilian relations, the progress of MERCOSUR and the influence of the IberoAmerican Summits.
