This article analyzes the bilateral relations between Western Germany and Brazil during the period of the Hallstein Doctrine from the late 1950s by means of the development cooperation sector. It shows the interests behind this cooperation and demonstrates the beginnings of Western German development assistance while showing that the aid is not a charitable act, but was rather used as an instrument of foreign policy to implement geo-political efforts and accomplish economic interests. These efforts by the donor state and the tug of war between Brazil and Western Germany get obvious by the documentation of the German Department of Foreign Affairs.
