The increasing levels of international liquidity accumulated in the second half of the 70s laid the foundations for a new phase in the external debt cycles of Latin-American countries. Beyond their common features, those processes recognize a singular trajectory in each of the Latin-American economies, essentially determined by the productive structures of these countries, their historical particular forms of capital accumulation, the strategies of their ruling classes, and also the alliances that they established with the foreign financial capital. The present article carries out a comparative historical analysis of the external indebtedness processes in Argentina and Brazil under the predominance of Neo-liberalism, indicating the place that foreign debt had in the dynamics of capital accumulation in this period, and which have been its results.
