The proposal of this article consists of investigating the construction of the Argentine educational system, particularizing in the case of common education in San Juan between 1884 and 1887. Starting from the regulatory framework created by the national powers, where the sanction of the Common Education Law stands out. 1420 (1884), examined its articulation with the school government of the aforementioned Cuyo territory. With that purpose I seek to make a history, based on the history of ideas and political history, the organization of public schools in San Juan. For this I will stop at the local legislation and the minutes issued by the General Council of Education - the highest provincial educational body. From there I will examine some of the main problems faced by school institutions, such as the definition of the content to be taught within the classrooms and the conditioning of a structure capable of responding to the basic requirements of schooling.
