In a review of the proposals for measuring the strength of bicameral systems, this article reviews the positions that the two contemporary authors that have theorized about  Bicameralism have put forward.  Even though the bicameral question is not now set in the center of the debates of the discipline, this is an attempt of conciliation of the two scopes, in the hope of finding a new approach to the issue, looking forward to revive the discussions over the function of two-chambers legislatures.
