Abstract

The Instituto Nacional de Vitivinicultura (INV) was created in 1959 by the National Law Nº 14,878. The leading forms of collegiate and established public and private representation were quickly suspended and the Institute was operated by the national government for 21 years. Stages of emphasis on control against adulteration and the creation of active policies alternated with times of paralysis and defunding. In 1984 it has been normalized and returned to the mixed and collegiate form during a crisis of the winemaking industry. The study of public policy and state institutions is a promising field for political science analysis because it is possible to establish power relations and the resources that are in dispute. This article reviews the history of the INV from creation to 1991, when through Decree Nº 2,284, its functions were reformed and its directory was deleted.
