The Red Andando was convened by the National Secretariat for Children, Adolescents and the Family to become part of the National Plan for Early Childhood. The new plan poses tension and questions among the organizations that have warned against the discrepancy in how children, their families, and the community areas of Greater Buenos Aires are perceived and described. The discussions around the plan have set up, in the Red Andando, the question on how to include children’s voices and the meanings assigned by them to organizations so as to question a state policy that is targeted at them. The purpose of this study is to show how part of the support team started a qualitative investigation based on an ethnographic approach with children to develop a common knowledge that encompasses the perspective of childhood and questions the content and guidance of some provincial and national programs that are part of the Red Andando.
