With regard to electoral democracy in provincial arenas, especially Río Negro and Neuquén since 1983,party systems have developed where only one party structure has been dominant in the political scenerio. On the other hand , when we observe federal reality, our electoral democracy has delivered a "peronist country" in several stages and another different country characterized by "alternance". Río Negro and Neuquén are the only political territories which were electorally "distant" from the other countries. The result is the "exceptionality" of Northern Patagonia. The aim of this article is to deepen into the dynamics of party systems in both provinces and observe the performance of the opposing parties in the period from the 1983 foundational elections to the 2007 electoral instance Therefore we will preferably but not exclusively resort to the historical-political approach and to the theory of party systems (Sartori, 1992).
