In this paper, after some theoretical notes conducive to reflect on the past-future tension in the Latin American context  today, we propose some tracks of inquiry in the direction set on two substantive items for consideration: the demands of a  reinvention of democracies on the continent and the requirements of a «new culture of human rights» as the foundation of a new horizon for the future for Latin America. Upon recognition of the relationship between ideas and notions about the past and the future as the central theme of historical consciousness and democratic politics, the author regards as a commemoration of the bicentenary of the Revolution of Independence in America  America, beyond his many lawsuits and folds contrasting their celebratory scenarios, is a particularly propitious moment to renew the traditional crossing between balance and prospects
