Abstract

It seeks to recover critically an earlier time and place in the present, to understand certain features of modern democracy. Political and institutional history gives us a confrontation with the present, as is necessarily involved with the past. Under a praetorian order, between 1930 and 1983, it is almost impossible to separate democracy from dictatorship, and this shapes the political system. Military authoritarianism is not something that comes from outside the state. Arises from the heart of the crisis of the democratic state, and aims to be the best way to resolve it in the logic of a praetorian political system, given the minor nature of the democratic convictions. The political decision was recurrent half in state management in recent decades in Argentina. Since 1989, our democracy could not do without the exercise of emergency powers and walked away from that republican conception rooted in the separation of powers and checks and balances. Does the use and abuse of political decisions is a remnant of a political culture Schmitt pure? What society left behind Argentina and how we stay? Perhaps the key to the explanation of these questions are intertwined in the use of two classicalconcepts: trust and political culture.
