Summary In the context of analysis of the deliberative democratic shortcomings of the presidential systems of government, there are two main questions: 1) ¿is the presidential system of government legitimate in accordance with a deliberative democratic conception? (ideal approach); and 2) departing from a real presidential system ¿which specific constitutional arrangements should be implemented in it so that it comes close to meet the deliberative democratic ideal? (non ideal approach). The first of these questions has been widely studied, while the second has not received sufficient attention. First, from an ideal regulatory approach we will argue that the democratic objections addressed to the presidential system, are not predicable of all presidential system of government, but only of those that adopt a populist decisionist conception. In order to probe this thesis we will point out the shortcomings of the populist decisionist conception in comparison with the advantages neorepublican deliberative conception. Secondly, from a normative non ideal approach, this research will explore wich constitutional arrangements could be taken to turn presidential systems more deliberative.
