Abstract

Faced with the challenge of moving towards a development model based on innovation, knowledge and learning by interaction have become the pillars of growth. It is accepted that the mechanisms that foster the partnership between those who produce knowledge and those who benefit from its use, are one of the best ways of linking the learning processes and the dynamics of economic and social development. In Argentina, law Nº 23.877, passed in 1990, stipulated the creation of Technological Transferring Units (TTU), which are defined as interface structures between the productive sector and the scientific, technological and educational areas. However, existing researchs reveal that the technology transferring activities entrusted to the TTUs remain to be fully arranged. The purpose of this study is to analyze in depth these studies and offer a series of arguments from which it can be concluded that Technological Transferring Units have not yet achieved an adequate dynamic interaction between the scientific and technological sector and the productive sector, which would contribute to the advancement of optimal systemic levels for the modernization and upgrading of the production structures.
