Abstract

This research examines the provincial legislative dynamics of the ESS, with the objective of identifying and analyzing the main scope, actors and objectives that are framed in provincial legislations of Río Negro, Mendoza, Entre Ríos and Santa Fe, referring to the intervention on The ESS field. Through a qualitative methodology, based on sources of secondary information (sector reports, regulations, academic and journalistic bibliography), the selected policies are contextualized in the framework of initiatives undertaken by the executive powers of the respective provinces (in this case, adherence to National programs) in order to achieve a description adjusted to the institutional scenario registered until mid-2016. The public regulations investigated arose and were sanctioned in political and economic con- texts that enabled the initiation and consolidation of ESS experiences through their promotion and financing. In the context of the change of National Government, the ESS seems to be again oriented towards the promotion of self-employment, both by the prospects that would be acquiring social policies and by the retraction of the local markets where ESS could market its production and become genuine financing. The transformation of objectives, the product of political definitions, into concrete and tangible facts tends to be sinuous, erratic and contradictory.
