Abstract

In this paper I propose to analyze the release of a cultural policy to promote circus arts in the city of Buenos Aires, started in 2009 through the First Buenos Aires International Circus Festival. Through the analysis of the formulation and implementation of the public policy, I will present some of the controversies that emerged from state intervention in the local circus art field in relation to certain key concepts: what is meant by cultural policies, by democratization / popularization of culture and about the role attributed to the State in this area. Through the analysis proposed I intend to problematize the diverse and unequal actors involved in the field of (cultural) policies. Thus, I intend to analyze the official speeches that inspired the creation of the policy under study and the rejections and negotiation generated by the implementation of this new way of public intervention in the circus cultural field.
