The Argentine historiography on the so-called social issue has multiplied its interests on the last two decades. Within the diversification of problems and approaches that characterize it, the production dedicated to the study of the actual conditions of life for the secondary sectors and the relationship that the State and the civil society bear to the social question have become historiographic groups with an identity of their own. In this context, the present paper analyzes the slow transition towards a social protostate in the city of Córdoba between 1914 and 1930; that is to say, the complex and lax process that moves from solidarity in civil society to the generalization of an institutionalized solidarity. Concurrent with that, it is investigated the historical process of structuring of legislative and welfare measures and the conceptions of the social underlying the decision oncerning rules.
