The following work intends to analyze the articulations and negotiations conducted between social actors and public institutions in order to make viable the former’s alternative projects of habitat access in the city of Tandil. We have tried to approach a variety of recently developed strategies used for generating residential areas and the policies formulated by the State for each of these experiences. To this end, key informants were interviewed and secondary sources of information were consulted.
