This initial work is origined in a major survey on the penitentiary reform in Spain and Argentina. It aims to explore some issues regarding foundations for former prisoners and ex convicts from prisons during the period 1890-1918. Therefore, the existent historigraphic blank on this issue, as well as the difficulty to conceptualize this institutions, shall be addressed. Some speaches on social rehabilitation institutions given by the main leaders of the penitentiary reform in both countries shall be finally analized.
